171. Legation’s 164, July 16. Under Secretary of Foreign Affairs has informed the representatives that subject to the approval of the Council of Ministers he accepted that payments be spread over 3 years and suggested that a first payment of $100,000 be made in September 1940 and 200,000 by next March. Thereafter 300,000 1941, 1942 and 1943. Interest at 8 percent on all installments not paid on date due. Representatives have agreed in principle.
