Your No. 7, January 22, 4 p.m. The Embassy in Paris is being instructed by air mail to discuss with the French authorities the exchange and trade measures being taken in Syria and the Lebanon which favor trade with the French Empire and which are therefore contrary to the guarantee of non-discriminatory treatment contained in Article 11 of the Mandate for Syria. The Embassy is being requested to enter a general reservation of our treaty rights in this respect. A copy of the instruction to Paris is being sent to you by air mail.
