28. My telegram No. 19, March 5, 4 p.m., from Istanbul [Ankara]. Exchange Office there [Istanbul] advises that up to March 15 exchange permits issued since the resumption of exchange transfers on March 4 total $287,400. Transfers leave [have?] now been effected on all applications filed prior to July 1, 1939.

Total unpaid applications for exchange transfer permits on file as of March 14 amount to $4,680,000.

MacMurray
