The Secretary of State to the Chargé in Argentina (Tuck)

Washington, October 3, 1940—2 p.m.

231. After discussions yesterday with the Secretary of the Treasury, the Federal Loan Administrator has requested the Department to transmit the following message to Pierson:

“In as much as Dr. Prebisch and Dr. Grumbach are coming to Washington to confer with the Secretary of the Treasury, it seems advisable [Page 479] that any loans by the bank should be considered in connection with whatever discussions may be had with the Secretary of the Treasury. The directors of the bank agree that assistance should be given, but it would be more satisfactory to consider the entire matter with Dr. Prebisch and Dr. Grumbach in Washington.”
