Memorandum by the Under Secretary of State (Welles) to the Chief of the Division of Near Eastern Affairs (Murray)

Mr. Murray: The Greek Minister asked me last night whether the thirty training planes, which Mr. Morgenthau67a informed him personally on January 14 would be turned over to the Greek Government by our Navy Department, would have to be paid for in cash by the Greek Government or whether they would be turned over under the stipulations of the pending legislation. He asked if he could have an early reply. Please take the matter up with the Treasury Department, Mr. Philip Young68 presumably, and ask what explanation should be given to the Minister. When you receive a reply, please inform the Minister directly.
