In the presence of the unjustified aggression of which the United States has been the victim on the part of a non-American power and having in mind the contents of Resolutions XV and XVII5 approved at the Havana Consultative Conference in the month of July, 1940, I beg Your Excellency to consult the rest of the American Governments concerning the urgent convocation of a Third Consultative Conference of the Ministers for Foreign Affairs of the American Republics to [Page 120] consider the situation produced and to adopt the most adequate means demanded by the solidarity of our peoples and by the defense of the hemisphere.

I take this opportunity to renew [etc.]
