117. Your despatch no. 1863, July 1, 1941.23 It is believed that if any such proposal became known or there were a suggestion that the United States is interested in a base on the Galápagos, the reaction in Peru would be extremely unfavorable and tend to strengthen those who assert that the United States is supporting Ecuador in the boundary dispute in return for certain advantages. You are requested to explain our attitude confidentially to the Foreign Minister at the earliest practicable moment and express the hope that the matter will be completely dropped, at least for the time being.
