180. Reference Department’s telegram no. 98, May 15, noon.49 The Minister of Finance50 stated today that the matter must be submitted to the Cabinet for consideration and an official reply is not expected before the end of next week. Informally he said that Peru hesitated to impose a prohibition of exports of domestic products, particularly where contracts had been made for future deliveries. Furthermore, he said that he did not wish to make Peru the spearhead in the imposition of such drastic restrictions for fear of international complications and that he would prefer to see at least four or five of the other American Republics announce such a decision about the same time.
With respect to the prohibition of the reexportation of products on United States export license list the Minister said that there should be no difficulty in this respect inasmuch as no international question is involved.
