The Secretary of State to the Ambassador in Uruguay (Dawson)

Washington, May 11, 1941—midnight.

79. Please advise Uruguayan authorities that the press releases in regard to public notices of intention to negotiate with Uruguay and Argentina will be released for publication in papers appearing on the streets after 9 p.m. E. S. T. May 12.28 The draft releases, which are routine in nature, refer to the public notices issued by the Secretary of State and by the Committee for Reciprocity Information in regard to briefs and public hearings and to the lists of products on which the United States will consider granting concessions.
