Reference my telegram 797, September 28, 4 p.m.32 The Minister of National Defense informed Colonel Montesinos that the President desired to conclude an agreement on the Galápagos within the next few days and before he makes his visit to the United States. Colonel Montesinos has with him a copy of agreement submitted by General Andrews for approval. Request instructions by cable.
Repeated to Panama for the information of General Andrews.
