Your 835, October 13, 1942, 10 [7] p.m. The Department would appreciate a full report on the background and reasons for the latest developments in the Galápagos negotiations mentioned in above telegram. It had been understood that the Salinas agreement had been negotiated by the Executive without the necessity for prior consultation with the Congress, that later discussion in Congress was purely informative, and that the same conditions would apply to the Galápagos agreement.
