Department’s instruction 242, July 3.¹⁹ Soviet note dated July 27 states that Russian Ambassador Tehran will be instructed to inform Iranian Government that Soviet Government has no objections to participation of American troops in control over southern part of Trans-Iranian railroad. Text of note follows by air mail.
