Department’s 286, February 19, 5 p.m. and my 404, February 23, 10 a.m. Notes regarding military jurisdiction exchanged this morning at home of the Prime Minister and proclamation implementing the grant will appear in Journal Officiel tomorrow. Owing to local political considerations, I am maintaining that any publicity on this matter should emanate from Egyptian sources. Copies of notes will be sent in next air pouch in few days.
