The Secretary of State to the Consul at Asmara (Smith)

12. Your no. 1, January 2, noon. You are confidentially informed that the Department is considering the reopening of the Legation at Addis Ababa.5 In view of the possibility that a diplomatic representative may be sent to Addis Ababa in the near future, it is considered advisable to await a definite decision of this question before authorizing an American official to proceed to Ethiopia for discussions with the Emperor and other Ethiopian officials.

You may inform the Ethiopian Foreign Minister therefore merely that this Government hopes to be able to dispatch an official to Ethiopia in the near future for discussions in compliance with his request.
