The Minister in Costa Rica (Scotten) to the Secretary of State

99. Referring to my telegram No. 94, February 5, 11 a.m.14 I am in receipt of a letter15 from the Minister of Agriculture16 stating that the President17 is in principle in complete accord with the Memorandum of Understanding. The Minister adds that his Ministry will take great pleasure in cooperating in every way with the survey party which he trusts will come as soon as possible.
The Minister and I went over the Memorandum of Understanding this morning and he suggested certain minor changes which I will submit by airgram for the Department’s consideration.
