The Chargé at Algiers (Chapin) to the Secretary of State

2431. From Murphy. In Fan 37461 Combined Chiefs of Staff issued instructions to AFHQ regarding treatment of representatives in [of] neutral states in liberated Italy and asked Supreme Allied Commander’s recommendations with respect to the relations of these representatives with Italian Government. Supreme Allied Commander has replied in Naf 74462 that it is not considered either necessary or practicable to require neutral diplomatic missions to conduct their relations with Italian Government through medium of Allied Control Commission for Italy since it would be impossible to prevent them from direct dealing; that it is believed, however, that Italian Government should be informed that they are expected to keep Control Commission fully advised as to their dealings with neutral representatives.
