The Ambassador in the United Kingdom ( Winant ) to the Secretary of State

5031. Department’s 4570, June 9, 9 [11] a.m. We inquired today at the Foreign Office concerning the status of the proposal that peace terms for Finland might be referred to the European Advisory Commission. Foreign Office said that about 2 weeks ago it instructed the British Ambassador in Moscow52 to ask whether the Russians would be willing to have this question come before the Commission and to date no reply has been received from Moscow and at present the Foreign Office has no information regarding possible Russian peace terms for Finland.53
