1483. Notwithstanding Eden’s56 public statement on our desires respecting Portuguese wolfram the British Ambassador in Lisbon apparently is without instructions. We have instructed Norweb to ask embargo. This step was taken after consultation with British Embassy here which was in complete agreement. We understand that our [German?] current wolfram agreement with Portugal expires tomorrow.
