I assume that your 539 February 24, 11 a.m. implies that you are taking steps to ensure (repeat ensure) that the British Ambassador will receive instructions from London to join with me in requesting a temporary embargo on wolfram exports. I shall, of course, not act alone pending his receipt of such instructions.
