No. 1333
The President to the Chief of Staff, United States Army ( Marshall )1

top secret

Replying to your request for information in regard to the tripartite agreement that “troops of the three powers should be withdrawn from Teheran at once”, you are informed that it is my desire that United States troops be withdrawn from Teheran within 60 days if it is practicable to do so.

It is not intended that the Ridley and Schwarzkopf missions and that A. T. C. personnel and facilities in Iran be withdrawn at the present time.

  1. Printed from the text relayed by Hull to the War Department in telegram No. Victory 370 of July 27, where it is described as a “memorandum for General Marshall signed by the President under date July 27”.
