3022–bis. JCS Berlin have indicated based on experience there (reference our 3000 of July 202) desirability of obtaining quadripartite agreement prior to US occupation of sector in Vienna although not as a condition for such occupation on full and proportionate utilization of Austrian food supply to feed city’s population. It is pointed out that we should not repeat in Vienna if it can be avoided interim arrangement now on in Berlin where each sector commander is responsible for feeding sector without being able to draw on resources from other Allied zones normally feeding city.3 Desirability is suggested of having from beginning a quadripartite procurement agency responsible for allocating Austrian resources to fulfill Vienna’s needs.
