Victory 215. For Thorp and Reinstein from Collado. Present thought is that four power joint programming of imports, exports and reparations and combined procurement and interim financing of imports will not be feasible. We are consequently drafting on a zonal basis with expectation of combined handling and financing for the three western zones. We are preparing with McCloy and Hilldring a draft directive to War Department on financing responsibility2 along lines discussed in Washington.
