The Acting Secretary of State to the Ambassador in France (Caffery)

1366. Bonnet has informed Department that his Government is much concerned over delay in receiving invitation to join Reparations Commission.

French already know of our approval (see Department’s 1229, March 2940). Since Soviet, British and American governments are all agreed on desirability of French participation and since Commission is to function in Moscow, Ambassador Harriman has been instructed to inform Soviet authorities that we expect them to extend the invitation to the French in behalf of the participating governments.

Please inform Bidault.41 London is being asked to inform Eden.42
