Memorandum of Conversation, by the Acting Secretary of State

The Soviet Chargé d’Affaires, Mr. Novikov, called on me this afternoon and said that following the understanding at the Potsdam Conference,55 his Government had decided to resume diplomatic relations with Rumania56 and Finland57 and had informed those Governments [Page 620] to that effect yesterday. I thanked Mr. Novikov for giving us this information.
