The Secretary of State to the United States Representative in Finland (Hamilton)

51. Department’s general position is that in matters to which you refer, your 129, March 26, American nationals are entitled by treaty37 to treatment no less favorable than that accorded nationals of the most-favored-nation. They are also entitled under the treaty to just compensation for any property that has been or may be taken.

Any statement left with the Foreign Office should be along these lines.38
