The Minister in Switzerland ( Harrison ) to the Secretary of State

2672. American Interests—Far East. Legation’s 2125, 11th. Swiss note May 7 states that according telegram May 5 from Swiss Legation, Tokyo, it has been informed by Japanese Foreign Office that Japanese Government decided abandon plan outline[d] owing sinking Awa Maru.67 Japanese informed Soviet Government of this decision.68
