813. Following is the text of the provisions concerning the “Black Sea Straits” contained in the Protocol signed at Berlin on August 2, 1945:41
[Page 1237]“The Three Governments recognized that the Convention on the Straits concluded at Montreux should be revised as failing to meet present-day conditions.
It was agreed that as the next step the matter should be the subject of direct conversations between each of the Three Governments and the Turkish Government.”
