The Ambassador in Turkey ( Steinhardt ) to the Secretary of State

240. ReDepts 197, February 15. I have had a further talk with the Prime Minister in connection with the mutual aid agreement at the close of which I left with him a draft of the proposed letter revised in accordance with the suggestion contained in Department’s telegram under reference. Saraçoǧlu said he would endeavor to persuade the Foreign Office to accept Department’s proposed letter and that I would receive a reply before my departure. Later in the day the Secretary General of the Foreign Office and the head of the commercial section who have been in charge of these negotiations informed me that in view of their departure for London on February 23 “it was most unlikely that anything could be done in so short a time.”
