82. In confirmation of your telephone conversation with Mexico City today, the Department desires to emphasize that any action contemplated by President de la Guardia to obtain the eviction of his opposition from the Tivoli Hotel and the Canal Zone must be done in accordance with legal procedure. The proper procedure open for this course of action is that of extradition under the Treaty.⁴²
