136. Venezuela’s official declaration44 of recognition of the existence of state of belligerency between itself on the one hand and Germany and Japan on the other, issued in the Gazette Oficial last night, was published as Foreign Office communiqué in all Caracas papers this morning. This declaration states that Ambassador Escalante has full powers to sign document of Venezuela’s adherence to United Nations Declaration.
