The Acting Secretary of State to the Ambassador in Bolivia (Thurston)

277. This Government views with increasing concern, on the basis of recent reports from the Embassy, the apparent failure of the Bolivian Government to take adequate measures for the protection of the lives and property of United States personnel engaged in mining operations in Bolivia, and the apparent incitement of Bolivian workers against the United States personnel by labor inspectors or other officials [Page 593] who speak for the Government. You may, in your discretion, so inform President Villarroel, bearing in mind, of course, the fact that this Government can not properly be concerned with the outcome of the present contest between the mine labor and its employers.
