The Acting Secretary of State to the Ambassador in Chile (Bowers)

41. Reurtel 44 of January 10, 4 p.m.64 Please tell Fernández that we appreciate the careful attention which he has given to this matter and that we are proceeding to consult the other five “Associated Nations”.65 You should also say that if, at any time during our discussions with the other republics on this subject, Fernández wishes to move forward on his own account, we should greatly appreciate word from him. It is still very much hoped that, despite the fact we [Page 758] are taking the matter up with the other republics, Chile will see its way clear in its own interest to move forward. Careful consideration has been given to the suggestion that this matter be treated at the forthcoming Conference in Mexico.66 However, the time element is such that we do not feel we can further delay direct approaches.
