579. Careful consideration given by Dept Urtel 695 Aug 191 India’s interest in membership TC. Prior firm commitment to support Philippines for one of two vacancies precludes U.S. support for second Asian member. You may in your discretion inform GOI sense of foregoing. For your background, balance of colonial vs. anti-colonial states would be disturbed by addition two Asian nations to TC. Dept therefore favors neutral state for second vacancy.
