Editorial Note

While attending the Council of Foreign Ministers at Moscow (March 10–April 24), Secretary of State George C. Marshall had a lengthy conversation with Generalissimo Stalin on the night of [Page 676] April 15. Lend-lease negotiations were among the subjects discussed, and the Secretary told Stalin that the delay by the Soviet Government in reaching a settlement on this subject was having a bad effect on the United States Congress and on public opinion.
