404. For Ambassador from Secretary. Re your 552 and 395, your next to last paragraph evidently refers to 10 or 11 individuals who were already in a state of arrest at the time of the President’s conciliatory statement to Ivanissevich. The instructions to you in my 395 referred to additional individuals and I desire you to proceed immediately on that basis as directed in next to last paragraph of my message. Acknowledge and report when this is done.
If the Argentine Ambassador’s report to the President indicates as appears evident that there has been little or no actual change in the situation then the chances for a conciliatory adjustment will have been seriously diminished.
