797. Embtel 1023, Aug 19.⁵⁵ US air transport routes under consideration. Dept expects advice of CAB this week and will then cable route pattern. Dept suggests Emb inform Args US will be ready submit proposed routes by diplomatic notes at early date and suggest Args concurrently present their proposed routes by note. Altho Dept prefers simultaneous exchange, such not prerequisite for submitting US desired routes.

Dept prefers exchange notes for study by both Govts prior entering into actual route negotiations, as such will permit best opportunity further study, and should facilitate and expedite final negotiations when commenced.

Dept will, after studying Arg route proposal, notify Emb of desires re time and place negotiation.
