1183. Believe Perón and Bramuglia inclined favor Argentine participation world-wide distribution cereals and basic foodstuffs. Agree wholeheartedly Deptel 907, September 26, 5 p.m. Perón will probably ask Miranda join conference when we see him. Question uppermost [Page 309] in Miranda’s mind is in what currency payment would be made for sales. Perón stated recently Argentines worried over sterling non-convertibility and difficulty payment to Argentina for foodstuffs sold against credits extended under trade agreements with various countries. Miranda emphasizes Argentina’s desperate need for dollars and his personal position is largely dependent on ability work out supply dollar exchange. Embassy assures Argentina must look to purchasing country for payment and make arrangements for transfer exchange. Please cable immediately facts as to currency in which all purchases would be paid for.31 Will immediately arrange appointment Perón, Bramuglia presumably tomorrow or Wednesday at latest, but urged I reply prior to interview. Army Purchasing Commission just arrived and we are having talk with them this afternoon.
