130. Deptel 442, September 4.27 Chief Air Mission28 tells me airplanes under interim program now ready be turned over to Chile. Chief Chilean Air Force29 says Chile prepared pay approximately $400,000 as first payment above mentioned airplanes. Grateful for any details these negotiations. Can FLC turn over these planes against said first payment with balance payment installments as in other sales contracts of surplus equipment through FLC?
