266. Urtel 388, Sept 7.14 Dept does not wish to take any action in respect of Ecuadoran recognition at this time. Situation is not yet considered clear and it is considered preferable to await developments particularly from Sept 15 meeting of Congress and in general to have clear picture of whether regime manifests all qualities of stable de facto govt. Also we will probably wish to await views of a rather substantial body of other American republics.
