Sir: I have the honor to enclose for the Department’s information a memorandum30 covering a conversation between Messrs. Turnbull and Taillon and President Arévalo on November 21 concerning the application of the Labor Code to the United Fruit Company.

The salient points brought out during the conversation were: (1) the President confirmed his intention to propose modification by Congress of the discriminatory clauses of the Labor Code, holding in abeyance the application of these clauses in the meantime; and (2) that the proposed amendments will not be presented to Congress before the opening of the next ordinary session in March of next year.

This memorandum covers some of the points raised in the Department’s telegram No. 337 of November 22, which will be the subject of a separate despatch.
