20. For Assistant Secretary Braden. President Somoza yesterday afternoon definitely requested me to communicate with General Chamorro2 and to tell him that the President is desirous of talking with Chamorro in an endeavor to reach conciliation between the regular Liberals and the Nationalist Conservatives on one side and the regular Conservatives and the independent Liberals on the other. President Somoza realized that the Embassy cannot comply with his request without the expressed authorization of the Department of State. He asked specifically that the foregoing be conveyed to the Department and authorization to act requested. Since only 16 days remain before election the Department’s prompt instruction would be appreciated.
