14. Urtel 25 Jan 20.5 Were Embassy to comply with President Somoza’s request, it would be acting as intermediary between him and opposition, a procedure which Dept has considered undesirable. No objection is perceived, however, to your confirming facts if inquiry is made by opposition leaders.
