77. Urtel 125 Mar 19 11 a.m.12 Dept and War concur undesirable cancel military missions contracts. While such unilateral action provided for in present circumstances by art. 513 which could be invoked if Paraguayan Government not amenable to temporary suspension of activities, it is believed that immediate agreement between mission chiefs and Commander-in-Chief should be reached under art. 7 (air mission agreement)14 whereby missions withdraw from active duty during hostilities. War advises that Crittenberger15 has already cabled [Page 975] orders both missions to cease activities. Please advise status Brazilian and Argentine missions under State of War.
