83. Braz Amb17 called at Dept today on instructions his Govt to report receipt request by latter from emissary Par Govt that airplanes be furnished by Brazil for use in overcoming present rebellion in Paraguay. Amb stated that his Govt’s oral reply was that request could not be complied with because (a) inter-American commitments and (b) fact that available planes were Lend-Lease from US; only assistance which Brazil could offer would be mediation if both parties in Par desired it on basis of calling election and this only as joint action with other neighboring countries, i.e. Argentina and Bolivia. He added [Page 976] that his Govt was appropriately advising Arg Govt through its Amb in BA but made no mention of any advice to Bol Govt.

Keep Dept and interested Embs informed any developments concerning possible mediation which come to your attention.
