71. Berreta’s visit apparently highly successful in strengthening relations between new Govt and US and he and party deeply appreciative attentions throughout sojourn.

Berreta in secret conversations expressed grave concern Uruguay-Argentine relations and fear of pressure which his Govt might be unable to resist. Our assurances of continuing solicitude for Uruguay’s political independence and economic freedom of action gratefully received although President-elect has presentiment his country might be faced with a direct threat from Argentina if at some future crisis US attention sharply distracted from Plate Area.
