6. Substance Dept’s 1 Jan 41 conveyed orally to Nunan2 on that date for his info. He preferred study it before commenting or asking questions. Should Irish Govt raise partition question in discussing Pact you shd make clear that we consider two questions totally unrelated and that we take their action in raising partition question to mean they are not seriously interested in Atlantic Pact and will accordingly not consult them further. UK rep in Dublin informed substance Dept’s 1. Pls keep in touch with him and advise him Irish Govt’s reactions.
