Editorial Note

On October 12 President Truman signed Executive Order 10177, transferring the United States occupation functions in Austria from the Department of the Army to the Department of State with the exception of military matters which would remain the province of the Commanding General, effective October 16. Walter J. Donnelly, who had been nominated for the post in August, took up the position as United States High Commissioner for Austria from that date, replacing General Keyes.
