Editorial Note

Representatives of the United States and the United Kingdom held six meetings in Washington, July 5 through July 7, on a wide range of colonial and dependent area subjects, particularly with reference to the handling of such subjects in the United Nations Organization. The United States group at these meetings was headed by Assistant Secretary of State for United Nations Affairs John D. Hickerson and the United Kingdom group was headed by British Ambassador Sir Oliver Franks. United States representatives held similar discussions with a French group headed by Ambassador Henri Bonnet, July 11–13 and with a Belgian group headed by Ambassador Baron Silvercruys. For documentation on the origin of these meetings and the positions taken there by the United States, see volume II, pages 434 ff.
