Delga 814. Position paper SD/A/C.3/147,1 para 3, recommends USGADel oppose authorization for High Commissioner for Refugees appeal to govts or make general appeal for funds. Staff recommends that, if proposed, GA authorize HC appeal only to individuals and NGO’s would help counteract effect of USGADel negative position on (1) appeal to govts and on (2) sizeable increase in HC’s budget.
Advise soonest. Vote may be taken January 4 or 5.
