Editorial Note

On November 15, 1951, the Council of Delegates of the Inter-American Defense approved “The General Military Plan for [Page 1029] the Defense of the American Continent”, which had been prepared by the Board’s Staff, and forwarded it to the respective governments. The plan was formulated in pursuance of the provisions of Resolution III of the Fourth Meeting of Consultation of Ministers of Foreign Affairs of American States.
